A person shall submit to the Examination Centre an application for re-certification of the theory examination for the Rolling Stock Wheelset Shaping, Repair and Maintenance Technician (Surveyor), which shall include the examinee’s name, surname, personal identification number, telephone number and e-mail address. In the application, the examinee must indicate his/her preferred date for the theory test and his/her wish to take the test in the presence of a translator. The training of persons seeking the qualification of Railway Rolling Stock Wheelset Shaping, Repair and Maintenance Technician (Inspector) shall be carried out only after the conclusion of a contract for the provision of training services with a legal entity.
The examinee may submit the application in person (by coming to the Examination Centre, located at Vilnius, Panerių g. 14 (2nd floor, room 7), send it by registered mail or send a digital copy of the application to the Examination Centre by e-mail ana@gpavc.lt. The application may also be submitted by an authorised person of the examinee, who has submitted a written authorisation in accordance with the procedure laid down in the Civil Code of the Republic of Lithuania.
Only persons who have completed training courses or studies within the formal or informal training programmes of the Railway Rolling Stock Wheelset Shaping, Repair and Maintenance Technician (Surveyor), or who hold the Wheelset Surveyor’s certificate, are eligible to register for the Theory Exam.
Who can take the exam
Only persons who have completed training courses at UAB “Railway Product Conformity Assessment Centre” or studies within the formal or informal training programmes of the Technician (Inspector) for the formation, repair and maintenance of railway rolling stock gauges (Inspector) at other companies providing training services, or who hold the certificate of the Inspector of the gauges, are eligible to register to the Examination.
What are the examination procedures
The theoretical examination for periodic revalidation or qualification shall be conducted in writing or by means of an online examination information system. The duration of the theoretical examination shall be 60 minutes. The examination consists of a test with 30 questions, each question having three possible answers. Before the examination, the examinee shall be briefed on the examination procedure. The examination shall be monitored by a Competence Assessment Board.
The practical skills test for the qualification of a technician (surveyor) for the formation, repair and maintenance of railway rolling stock shall be held in the railway undertaking. Only a person who has passed the theory qualification examination for the qualification of a railway wheelset formation, repair and maintenance technician (inspector) may sit the practical skills test. The tasks for the practical aptitude test shall be based on the competences required of a person qualified as a wheelset formation, repair and maintenance technician (surveyor). Before the examination, the practical competency examination tasks shall be selected at random and observed by a panel set up by the Competency Assessment Board. The duration of the practical test shall be between 60 and 180 minutes.
The exam tests and assesses knowledge and skills
The knowledge and skills assessed in the theory and practical examinations for the qualification of a certification or periodic re-certification of a certification technician (surveyor) for the formation, repair and maintenance of rolling stock wheelsets:
- Knowledge of and ability to carry out maintenance on wheelsets in accordance with their maintenance requirements.
- Ability to identify and troubleshoot wheel alignment faults.
- Knowledge of wheelset repair and forming technology.
- The ability to measure the rolling surfaces of wheelsets and the distance between the centres of the inner surface of the wheelsets.
- Knowledge of the procedures and technology for receiving, inspecting and de-inventorying wheelsets.
- Knowledge of the technological requirements for stamping and marking and painting of wheelsets.
- Knowledge of occupational safety requirements. Ability to assess the hazards and risks involved in the repair and inspection of wheelsets and their components.
Procedure for issuing the certificate
A person who has successfully passed the theory and practice examinations for the qualification of a technician (inspector) for the formation, repair and maintenance of railway rolling stock wheelsets shall be issued a certificate of the acquired qualification in the form approved by the Minister of Education, Science and Sport of the Republic of Lithuania. The certificate shall be valid for an indefinite period of time.
Persons who have successfully passed the periodic re-certification theory test and who hold an Ashirachi surveyor’s certificate, the validity of the existing certificate is extended. If necessary, a new one shall be issued.
How much does the exam cost and when do I have to pay for it?
The cost of the re-testing theory test (for persons who have an Aširači surveyor’s certificate) for 1 person is EUR 138 (price includes 21% VAT).
The cost of the theory test for the qualification is EUR 138 for 1 person (price includes 21% VAT).
For the qualification, the price of the practical test for 1 person is 170 EUR (price including 21% VAT)*
Payment for the exam must be made before the scheduled exam date. If payment is not received, the Railway Product Conformity Assessment Centre reserves the right not to allow the person to take the examination.
*The price of the practical test may vary depending on additional costs related to the rental or purchase of rolling stock, railway infrastructure and/or premises, or other equipment needed to organise the practical test.
What do I have to have and wear during the exams?
For the theory and practical examinations, it is necessary to have an identity document certifying the completion of a course or course of study as part of the formal or non-formal qualification for the qualification of Railway Rolling Stock Shaping, Repair and Maintenance Technician (Surveyor).
For the re-testing theory test, you must have proof of identity and an Aširači Surveyor’s Certificate.
Failure to provide the above documents will result in the person not being allowed to sit the examination.
For the practical test, the person must additionally provide personal protective equipment (signalling vest, work footwear and clothing, safety helmet and goggles, hearing protection). During the practical test, the person must wear personal protective equipment.
Where are the exams?
The theory exam takes place:
- At the Examination Centre, located at Vilnius, Panerių g. 14 (2nd floor, room 7);
- remotely, via online video platforms: zoom, teams;
- in premises rented for that purpose;
- on the premises of the undertaking where the examinee is employed.
The practical test for the qualification shall take place in the railway undertaking or in the territory of the legal entity managing the railway infrastructure.
