A person shall submit to the Examination Centre an application for the certification or re-certification of a qualification of a Technician for the Technical and Commercial Inspection of Railway Freight Wagons, which shall include the person’s name, surname, personal identification number, telephone number and e-mail address. In the application, the examinee must indicate his/her preferred starting date of the training course (for re-certification, a preferred date of the theory examination and a request to take the examination in the presence of a translator. The training of persons seeking the qualification of Technician for the Technical and Commercial Inspection of Railway Freight Wagons shall be carried out only after the conclusion of a contract for the provision of training services with a legal entity.

The examinee may submit the application in person (by coming to the Examination Centre, located at Vilnius, Panerių str. 14 (2nd floor, room 7), may send it by registered mail or send a digital copy of the application to the Examination Centre by e-mail ana@gpavc.lt. The application may also be submitted by a person authorised by the examinee, who has submitted a written authorisation in accordance with the procedure laid down in the Civil Code of the Republic of Lithuania.

Only persons who have completed training courses or studies within formal or informal training programmes of the Rolling Stock Operation and Maintenance, or who are certified as employees carrying out the commercial and technical maintenance of railway freight wagons, are eligible to register for the Theory Examination.

Who can take the exam

Only persons who have completed training courses at UAB “Railway Product Conformity Assessment Centre”,  within the framework of the informal education programme of a Technician for the Technical and Commercial Inspection of Railway Freight Wagons, or studies within the framework of formal or informal training programmes for the use and maintenance of railway rolling stock in other companies providing training services, or who are certified as employees carrying out the commercial and technical maintenance of railway freight wagons, are eligible to apply to the Examination.

What are the examination procedures

The theoretical examination for periodic re-certification or qualification shall be conducted in writing or by means of an online examination information system. The duration of the theoretical examination shall be 60 minutes. The examination consists of 30-question Test, where each question has three possible answers. Before the examination, the examinee shall be briefed on the examination procedure. The examination shall be monitored by a Competence Assessment Board.

The practical skills test for the qualification of a technician for the technical and commercial inspection of railway freight wagons shall be held at the railway undertaking. Only a person who has passed the theory qualification examination for the qualification of a technician for the technical and commercial inspection of railway freight wagons may take the practical skills examination. The tasks for the practical aptitude test shall be based on the competences required of a person qualified as a technician for the technical and commercial inspection of railway freight wagons. Before the examination, the tasks for the practical skills examination are chosen in random order and are monitored by a panel set up by the Competence Assessment Board. The duration of the practical examination shall be between 60 and 180 minutes.

The exam tests and assesses knowledge and skills

The knowledge and skills assessed in the theory and practical examinations for the qualification of a certification or periodic re-certification of a certification technician for the technical and commercial inspection of railway freight wagons:

  1. Knowledge of and ability to carry out technical and commercial maintenance of freight wagons in accordance with the requirements.
  2. Ability to identify freight wagon faults and knowledge of how to troubleshoot these faults.
  3. Ability to carry out partial and continuous performance testing of freight train brakes in accordance with the requirements of the Rules for the Use of Railroad Rolling Stock Braking System.
  4. Ability to use measuring instruments (templates) for rolling stock wheelsets and coupling devices.
  5. Ability to carry out technical and commercial inspection of freight wagons with dangerous and explosive goods.
  6. Ability to identify markings and data on freight wagons, to complete documentation relating to wagon maintenance, and to use IS.
  7. Knowledge of occupational safety requirements. Ability to assess the hazards and risks involved in the repair and inspection of freight wagons and their components.

Procedure for issuing the certificate

A person who has successfully passed the theory and practice examinations for the qualification of a technician for the technical and commercial inspection of railway freight wagons, shall be issued a certificate of the acquired qualification in the form approved by the Minister of Education, Science and Sport of the Republic of Lithuania. The certificate shall be valid for an indefinite period of time.

For persons who have successfully passed the theoretical examination for the periodic re-certification, who hold certificates as employees carrying out the commercial and technical maintenance of railway freight wagons, the validity of the existing certificate shall be extended. If necessary, a certificate of passing the periodic re-certification examination shall be issued.

How much does the exam cost and when do I have to pay for it?

The price of the re-certification theory test for 1 person is EUR 138,00 (price includes 21% VAT).
The price of the theory test for the qualification is EUR 138,00 for 1 person (price includes 21% VAT).
The price of the practical test for the qualification for 1 person is EUR 170,00 (price includes 21% VAT)*

Payment for the examination must be made before the scheduled date of the examination. If payment is not received, the Railway Product Conformity Assessment Centre reserves the right not to allow the person to take the examination.

* The price of the training and practical test may vary depending on the additional costs associated with the rental or purchase of rolling stock, railway infrastructure and/or premises, or other equipment needed to organise the practical examination.

What do I have to have and wear during the exams?

For the theory and practical examinations, it is necessary to have an identity document certifying the completion of the technician course for the technical and commercial inspection of railway freight wagons or the completion of studies in formal or informal qualification in the operation and maintenance of railway rolling stock.
For the re-certification theory test, an identity document and a diploma or certificate for employees involved in the commercial and technical maintenance of freight wagons are required.

Failure to provide the aforementioned documents will result in the person not being allowed to sit the examination.

For the practical examination, the person must additionally have personal protective equipment (signalling vest, work footwear and clothing, safety helmet and goggles, hearing protection). During the practical examination, the person must wear personal protective equipment.

Where do exams take place?

The theory exam takes place:

  • At the Examination Centre, located at Vilnius, Panerių str. 14 (2nd floor, room 7);
  • remotely, via online video platforms: Zoom, Teams;
  • in premises rented for that purpose;
  • on the premises of the undertaking where the examinee is employed.

The practical examination for the qualification shall take place in the railway undertaking or in the territory of the legal entity managing the railway infrastructure.
