Training Objective
To acquire theoretical knowledge and practical skills related to the processes of transporting dangerous goods by rail. To understand the requirements established in the legal acts of the Republic of Lithuania and in international agreements concerning the transport of dangerous goods. After passing the exam, the participant obtains the qualification to work as a dangerous goods rail transport safety specialist in any railway company whose activities involve the transport of dangerous goods.
Requirements for a person intending to participate in the training
A person wishing to take part in the dangerous goods rail transport training courses must have at least a secondary education and a valid certificate confirming either the employee’s right to work in a hazardous railway zone, or a certificate confirming the person’s right to perform tasks essential to ensuring railway traffic safety.
Structure of the training courses
The dangerous goods rail transport training courses are divided into 6 types according to groups of dangerous goods. A person may register for one of the courses depending on the group of dangerous substances their work is related to.

Duration of the training courses
The duration of the training depends on the chosen type of dangerous goods rail transport training course. The training is organized according to approved training programs. Courses last from 12 to 24 academic hours and include both theoretical instruction and practical training.
Training location
Training for dangerous goods rail transport safety specialists is organized at GPAVC premises, address: Panerių g. 14-7, Vilnius. Training may also be organized at the premises of another company engaged in the transport of dangerous goods, subject to an appropriate agreement. In certain cases, at the participant’s request, theoretical training may be conducted remotely via the internet, using computers and video/audio platforms.
Issuance of certificates
Upon completion of a particular type of dangerous goods rail transport safety specialist training course, the participant receives a certificate. GPAVC submits information about course completion to the Lithuanian Transport Safety Administration in accordance with the established procedure. After completing the course, the participant must take the dangerous goods rail transport safety specialist exam at the Lithuanian Transport Safety Administration.
Course fees and payment procedure
The price of the dangerous goods rail transport safety specialist training courses depends on the type of course and the number of participants. The course price is agreed individually with each natural or legal person. Payment must be made before the start of the training course.

- Law of the Republic of Lithuania on the Carriage of Dangerous Goods by Road, Rail and Inland Waterways of 11 December 2001 No. IX-636 (as amended);
- Directive 2008/68/EC of the European Parliament and of the Council on the inland transport of dangerous goods (as amended);
- Directive (EU) 2022/1999 of the European Parliament and of the Council on uniform procedures for checks on the transport of dangerous goods by road (as amended);
- Resolution No. 367 of the Government of the Republic of Lithuania of 17 May 2017 “On the Carriage of Dangerous Goods by Road and Rail in the Republic of Lithuania” (as amended);
- Description of the procedure for assessment of compliance of a training institution and the granting, adjustment, suspension, renewal, or revocation of the right to train persons involved in the carriage of dangerous goods, approved by Order No. 3-547 of the Minister of Transport of the Republic of Lithuania of 25 November 2002 (as amended);
- Description of the procedure for the training, examination, issuance, cancellation, and renewal of certificates of dangerous goods safety advisers, approved by Order No. 3-274 of the Minister of Transport of the Republic of Lithuania of 4 June 2002 (as amended);
- Regulations concerning the International Carriage of Dangerous Goods by Rail (RID) (as amended);
- Emergency Cards Book for the Carriage of Dangerous Goods by Rail, approved by Order No. ĮS(LGI)-436 of the Director General of AB “LTGinfra” of 9 September 2020 (as amended).
Registration for training courses
A person wishing to attend the dangerous goods rail transport safety specialist training courses must complete an application form, indicating their name and surname, date of birth or personal code, type of course, preferred course start date (and other details). The application can be submitted in person (at the following address: Vilnius, Panerių g. 14, 2nd floor, room 7), sent by registered mail, or sent as a digital copy by email to ana@gpavc.lt. The application may also be submitted by an authorized representative of the person, upon presentation of a written power of attorney in accordance with the Civil Code of the Republic of Lithuania.
